SCF NATIONAL TITLE REGULATIONS
(Approved by the SCF on April 1988)
1.0 Introduction
1.1 SCF acknowledges solely such chess titles as have acquired in accordance with its established conditions. National Master and Candidate Master Titles conferred by SCF from its date of organisation to the adoption of the SCF National Title Regulations in 1987 are valid.
1.2 The National Title Regulations shall be effective from 1st Jan 1987.
1.3 Members of the Rules and Regulations Committee are appointed by the Executive Council for the same period of office as valid for the SCF President and shall comprise a chairman, a secretary and at least three other experts.
2.0 National Titles
2.1 The titles of SCF for over-the-board chess are:
2.1.1 National Master
2.1.2 Candidate Master
2.1.3 Candidate Woman Master
2.1.4 National Arbiter
2.2 Titles date from date awarded and are valid for life.
2.3 Titles are awarded by the Executive Council upon report by the Rules and Regulations Committee of SCF that the candidate meets the requirements.
3.0 Requirements
3.1 National Master. Any one of the following:
3.1.1 For a Candidate Master: Two or more National Master results in events covering at least 24 games.
3.1.2 For an untitled player: The requirements of 3.1.1 plus placement no lower than clear third in every event for which a result is to be counted.
3.2 Candidate Master. Any one of the following:
3.2.1 First place or best Singapore player in one of the following events:
National Championship
National Youth Championship
National Schools Individual Championship (Junior Open)
3.2.2 Two or more Candidate Master results in events covering at least 24 games.
3.3 Candidate Woman Master. Two or more Candidate Woman Master results in events covering at least 24 games.
3.4 National Arbiter. All of the following:
3.4.1 Thorough knowledge of the FIDE Laws of Chess and the SCF regulations for chess tournaments. Candidates must pass a written test set by the Rules and Regulations Committee.
3.4.2 Experience as Arbiter or Tournament Director in at least four major chess tournaments as defined in 3.4.3.
3.4.3 Chess tournaments recognised for Arbiter application:
All official tournaments of the SCF
National Title Tournaments
Major chess tournaments of not less than 100 participants.
3.5 If there is a tie for first place in any of the tournaments mentioned under 3.2.1, the title will be awarded to the winner of a play-off contest.
4.0 National Title Tournaments
4.1 A National Title Tournament shall have at least nine rounds and at least ten players, of whom at least 30% of the players shall be masters and at least 80% shall be rated.
4.2 The tournament must be conducted by a National Arbiter, if possible.
4.3 Tournaments are classified according to the strength of the participants, as indicated by the average rating. The categories of National Title Tournaments and the minimum percentage scores for title results are as follows (see chart).
The average rating consists of a rating figure for each player, which have been totalled and then divided by the number of players.
4.3.1 Roundings of the average ratings are made to the nearest whole number. The fraction 0.5 is rounded off upward.
4.3.2 If the minimum percentage score for any tournament results in a norm having a fractional game point, the norm must be rounded up to the nearest half a point.
4.4 The following additional provisions apply to the computation of title results:
4.4.1 A candidate may consider himself and all his opponents in a Swiss or team event as a tournament under 4.1.
4.4.2 Candidate Woman Master results in mixed events are recognised.
4.4.3 Results in events more than five years old cannot be counted in title applications.
4.4.4 For titling purposes the category and norms are determined at the beginning of a tournament conducted on the round-robin (league) system. Forfeited or other unplayed games are not counted in the score for the norm for the title.
4.4.5 Unrated players are entered with a rating of 1500.
4.4.6 If an unrated player has a zero score in a tournament, the scores of his opponents against him are disregarded for titling purpose.
4.4.7 Title norms shall be regarded as valid if they were valid in accordance with the National Title Regulations prevailing at the time of the tournament in which the norm was attained.
4.4.8 National Master Title results in events having less than three National Masters are not valid.
